Every layer is a static snapshot baked 2026-09-28 from the CARTO Data Warehouse. They do NOT share a grain, a vintage or a universe: burden covers only the LEAD 0–30% AMI cohort, territories OVERLAP and are not a partition, and the plant and transmission layers are the Virginia ENVELOPE, so they include out-of-state features. Only burden and territories are from the filed report; the grid layers (backbone, transmission, bridges, corridors) are BEYOND it — exploratory GIS, not affordability claims. Burden is shaded by RATE; the report's actionable metric is the dollar GAP.
